Is State Life safe? The government guarantee, explained

Before trusting anyone with 20 years of savings, it is fair to ask what happens if something goes wrong. State Life's answer is unusual: its policies carry a guarantee from the Government of Pakistan. Here is what that guarantee covers, what it does not, and the other facts worth knowing.

Who owns State Life

Between March and October 1972 the Government of Pakistan took over the life insurance business of 32 private companies, and on 1 November 1972 merged them into State Life Insurance Corporation of Pakistan, under the Life Insurance (Nationalisation) Order, 1972. It is still owned by the Government of Pakistan and is regulated by the Securities and Exchange Commission of Pakistan (SECP).

What the guarantee covers

The sum assured on State Life policies, and every bonus once it has been declared and added to a policy, are guaranteed by the Government of Pakistan. In practice: if you keep your policy in force, the amount you were promised and the bonuses already added cannot be cut.

What it does not cover

  • Future bonus rates. They are declared each year after State Life's actuarial valuation and can rise or fall.
  • The investment account in unit-linked Takaful plans. State Life's own Takaful brochure says the investment risk is borne by the participant.
  • Projections. An illustration shows what a plan would pay if today's bonus rates held; it is not a promise.
  • A policy you stop paying for. It can lapse, and a surrender value in the early years can be less than the premiums paid.

How bonuses are decided

Each year State Life values its business as at 31 December. 97.5% of the surplus goes to with-profits policyholders as bonuses, and the Corporation keeps 2.5%. For 2025, PKR 181 billion was allocated to policyholders. See the 2025 bonus rates and how the bonus adds up on a real plan.

The size of the Corporation

State Life is Pakistan's largest life insurer. On its own website it reports a market share of around 70% and more than Rs. 236 billion in claim payments. Its accounts and annual reports are published on statelife.com.pk.

How to keep your own policy safe

  • Pay premiums only to State Life: through its online payment portal, a bank, or a State Life office. Always get an official State Life receipt. Never hand premiums in cash to an individual.
  • Check that the policy document you receive is in your name, with the sum assured, term and nominee you agreed.
  • You can confirm a policy with State Life directly on its helpline, 051-111-777-542.
